Known all men by these presents that

WHEREAS, There has been and is a constant increase in the number juvenile offenders on a state wide level, and

WHEREAS, The matter of juvenile control is essential to every police and sheriff´s department, and

WHEREAS, There is a basic difference in the problems of juvenile control in the various areas of the state, and

WHEREAS, There is a need for the unification of procedures and ethics in the field of juvenile control and

WHEREAS, There is now no state wide organizaiton of juvenile officers, and

WHEREAS, A recent survey has indicated that there is an interest in the forming of a state wide Louisiana Juvenile Officers´ Association, and

WHEREAS, The formation of such an organization might well be the means of fostering studies and surveys and the exchanging of information, ideas, and methods to be used in the handling of young offenders, now

THEREFORE BE IT RESOLVED, That we, here and now, proceed with the business of organizing a state wide organization to be known as the Louisiana Juvenile Officers´ Association.
